Job Description

Title:  Senior OpenShift/Kubernetes Technical Lead & Platform Engineer

Resource should be available in Dublin. 

It will be 2 years position and extendable. Experience level should be from 4+ to 8+ years.

It is a mandatory requirement that the candidate has the equivalent Senior Level experience i.e. 7+ years of extensive professional software development and / or Infrastructure Support experience including 3+ years of extensive professional experience in the role of Technical Lead and Platform Engineer in the specialised OpenShift field. No other experience levels will be accepted.

Key Deliverables 

The following non-exhaustive list of Key Deliverables, are applicable to this Role. The OpenShift/Kubernetes Technical Lead and Platform Engineer will report to an Assistant Principal Officer in Service Delivery Team and will provide direct leadership to the OpenShift Platform team towards a common technical vision of the services to the client: 

• Manage the other members of the OpenShift Platform team to assign support and maintenance tasks for the environment.
• Provide day to day management of the OpenShift Platform, middleware and its infrastructure dependencies.
• Contribute to the design of a modernization strategy. Identify the challenges for containerization, API, Microservices creation, or other forms of Modernization.
• Identify and estimate the application workloads including any development impacts and refactoring requirements, if any.  This relates to the migration and modernisation of the Department’s legacy applications.
• Manage and create documentation on OpenShift platform standards and ensure that all deployments meet the standards as defined.
• Provide continuity in all major platform solution decisions.
• Incident resolution and escalation where required

The following Skillsets are applicable to this Role. 

• Configuration and management of OpenShift 3.11 /4.x (with preference for version 4.x) in a large scale environment (50+ deployments)
• Administration of OpenShift 3.11 / 4.x (with preference for version 4.x) in a large scale environment (50+ deployments).  Includes but not limited to:
• Provision new projects and users with appropriate RBAC settings
• Software Defined Networking knowledge
• OpenShift Service and Route debugging
• Debugging OpenShift Cluster Performance issues
• Debugging OpenShift Storage Issues (Ceph and Gluster)
• Application Migration from OpenShift 3.x to OpenShift 4.x platform version
• OpenShift v4.7 / v4.8 / v4.x Installation Experience Bare Metal
• CI/CD expertise including configuration management
• Manage DevSecOps engineers across multiple development teams to configure and debug the build and deployment configurations.
• Works effectively within a team and has excellent written and oral communication skills in the English language.
• Familiarity in working in an ISO or equivalent standards based audited and change controlled computing environment
• Expertise in maintenance of systems to provide 24 By 7 uptime
• Configuration and management of DevSecOps software and tools such as Jenkins and Gitlab
• Configuration and management of Geoserver/ArcGis or similar geospatial editing software.
• Configuration and management of API Gateway technology e.g. Red Hat 3Scale/NGINX or similar

Working Arrangements     

The OpenShift Platform Team members provide a continuous (24 by 7 by 365) service to the Department. This is achieved through the following arrangements, with which any persons supplied under this contract will be obliged to comply 

• The standard day will be eight (8) working hours and one (1) hour for lunch, Monday to Friday.
• Team members work agreed hours between 07:30am and 19:00 in Dublin Offices.
• One member of the team will be scheduled for on call duty outside of working hours, Monday to Friday, and 24 hours Saturday, Sunday and Public Holidays. This duty is rotated among the available team members
• On the occasions where a team member is contacted while rostered for on-call duty s/he must respond to this call-out immediately
• Out of hours work is scheduled as required. Team members are expected to make themselves available for this work, for which overtime is normally payable.
• The rota to determine who is working on the early and late shift, and who is on-call will be decided by the OpenShift Platform Team Lead in agreement with the Service Delivery Project Manager.

On-Call Service 

• From the available (in-house and contracted) OpenShift Platform team members available to the Department, at least one (1) person will always be on-call outside of working hours Monday to Friday, and 24 hours Saturday, Sunday and Public Holidays.
• Persons provided by the Service Provider must be available for assignment to the on-call rota.
• The Minister will provide the necessary facilities to enable on-call personnel to access the systems from home. However, personnel must be prepared to come on-site if necessary.
• The cost of providing this service must be shown as a separate charge to the per diem rates for the standard daily support of the OpenShift platform.
