Job Description

It is a mandatory requirement that the Resource proposed for this Role has the equivalent of senior level experience (i.e. has >7 years’ experience) in this Role. No other experience levels will be accepted

Please note, staff and contractors in Client are required to undertake Garda vetting.  The nominated Resource from the successful Framework Member will be required to apply for and provide Garda clearance once they have been notified as being the successful candidate. Framework Members are required to confirm their understanding and acceptance of this requirement in their responses to this SRFT.

A detailed response/answer is to be provided by the Framework Member in the dedicated response area that wil be provided in the Response Document as a part of profile evaluation for the client

The following non-exhaustive list of Key Deliverables, are applicable to the current Role sought:

  • Works with the project teams to ensure that development practices, standards and techniques are understood and adhered to.
  • Identifies, proposes, and initiates software process improvement activities within the organisation, devising solutions.
  • Manages the Azure Devops environment including pipelines, quality reviews, releases
  • Promotes the benefits of addressing security best practice during system development and applies secure development improvement practices.

The following Competencies/Skillsets are those considered most important for the proposed Resource to have experience in. 

The CV for the proposed Resource, comprising of Parts 1 and 2 as set out in the  Response Document, must clearly and comprehensively demonstrate the Resource’s experience with the following;

  • Managing .NET development in Azure Devops/VSTS on a team which includes Developers, Business Analysts and Testers. 
    Experience across a minimum of two enterprise .NET projects must be provided as part of the response.  

    (250 Marks available - minimum 150 Marks) 
  • Experience using Azure Devops/VSTS for 
    1. Pipelines (50 marks) 
    2. Test Plans (50 marks)
    3. Sprints/Backlogs including creating Epics/User Stories (50 Marks)

Experience across a minimum of two enterprise .NET projects must be provided as part of the response.  

(150 marks available – minimum 90 Marks) 

  • Experience of implementing Software Process Improvement. 

Experience across a minimum of two enterprise ICT project must be provided as part of the response.  

(200 marks available - minimum 120 Marks) 

The proposed Resource must meet the following minimum/mandatory requirements – these are Pass/Fail requirements.

The Resource proposed must have:

  • A minimum of an NFQ level 8 qualification (or its international equivalent) in Business, Computing, Management or a related discipline. 
  • Fluency in the English language. The Resource’s CV must indicate whether the Resource is a native English speaker or otherwise. Where a Resource is NOT a native English speaker, s/he must have the following:  A certificate under the Common European Framework of Reference for Languages at level C2 Mastery or Proficiency, or its equivalent.

However, where a proposed Resource is fluent in English but does not have the certificate, the Framework Client will accept the proposed Resource’s CV for evaluation. Should the proposed Resource rank in the highest three and be invited for presentation, the Framework Client will verify the English Requirement during the presentation as per section 3.2.14 and 3.2.15 of the SRFT.

Note: Evidence of these (i.e. a copy of the relevant certifications) may be required prior to contract award.

Onsite Requirement Please note: Client’s requirement is for an onsite Resource. However, Tulsa understands that normal working conditions are not in operation as a result of COVID-19. Client ICT Staff (including consultants) are generally working from home at present. The Resource being sought through this SRFT is also permitted to work remotely for as long as COVID-19 restrictions are in place, though some initial onsite meetings (respecting the physical distancing requirements) might be necessary. As such, Framework Members are also required to submit an Offsite Per Diem Rate as part of their response, and this offsite rate will apply where the Resource is working remotely.

The Resource will be required to commence providing the services on the 29th November 2021 or as soon as possible thereafter.

The initial contract duration will be for a period of 12 months with an option to extend by one further 12-month period.

It is anticipated that the Resource will provide the services on a full-time basis for 240 days per annum. The requirements will be the same for both years of the proposed contract.

The Resource will be required to provide services for 8 hours per day (excluding lunches or rest periods) for 5 days each week as follows: Monday – Friday (excluding public holidays in the Republic of Ireland) between the hours of 08:00 and 19:00.
